Kris,
Since they do give out your brochure, you know they aren't totally
against you.  How about offering to do a brief inservice for the staff.
Perhaps along the lines of "How an LC can help moms" and "What concerns
do moms have after they leave the hospital"  With the latter you can
gently point out long term effects of interventions like shields as well
as what they are doing that helps the moms (even if you have to stretch
to find something positive)
