Unfortunately, formula gift packs are bulk mailings
and are not returned by the post office to the sender.
 They are thrown away or donated.  When I was a
volunteer at our Safehouse for Battered Women and
Children, many samples (toiletries, probably formula
as well)  were donated there as well as undeliverable
perishable gifts like Harry and David fruit baskets.
They were delicious.
