Cord blood is drawn after the cord has stopped pulsing and been cut.  
Even after the cord
stops pulsing there is plenty of blood left in the cord and placenta  
for these purposes. As
I understand it, only a couple of vials of cord blood are drawn.

I'm not sure that the statement that the blood is otherwise thrown away
is accurate.  Doesn't most of it end up in the baby if the cord is not
clamped until it stops pulsing?
