There is a state Senator in Wisconsin who is working on a bill to
offer tax breaks to employers who facilitate pumping.  He also has
introduced another one to mandate insurance coverage for LC's (much
like the effort that got coverage for chiropractors several years
ago).  I'm not familiar with all the details, but will be attending
a dinner at which he will speak next week.
Incidentally, he was motivated to do this after an LC helped his
wife breastfeed.  Sometimes in helping one mom, the effects are more
far-reaching than just that mom/baby couplet!
