It is not common practice at the military clinic that I take my own children to; however, I did insist that they use the WHO chart for my own children especially for my third who has a medical condition that affects her weight gain.  She came out much better percentile-wise on the WHO charts than she did on the Ross charts that the clinic normally uses.  So I'd say in my experience, they'll use it (the pediatrician in town who is following her with some of her specific medical issues b/c he attended to her in the hospital last year is also using it on her chart as per my instructions) when it's provided to them and asked to use it.
