What if it can be shown that over time a tongue-tie will resolve?  In the meantime, it may cause so many breastfeeding challenges and can be so simple to resolve.  That's why I was alwyas so frustrated when a doc would say, "Let's see if it causes a problem and if it does we'll consider doing something about it in several weeks"!  By several weeks it may no longer be a "problem" (for the doc)  because mom has given up on breastfeeding.
