The first is a professional credential, second is an academic one.  And
PhD (cand.) usually means the coursework is done, the thesis is written,
reviewed and submitted and all that remains is the defense which is, or
should be, fairly straightforward and with no surprises.

A professional credential means you have _guarantee_ of having reached a
certain level of expertise.  In most professions it also means that
there is a 

For example, the use of RN or MD is _absolutely_ restricted in Ontario
to persons who have OBTAINED that credential and are formally
licensed/registered to practice.  Students are student nurses or medical
students.
