Don't know what this is either.  However, eczema can be treated with
local steroid ointments.  I ask the mother to use after each feeding
and *not* wipe or wash off.  It works.  The baby remains fine and
happy, and of course, continues to nurse.  Otherwise, how could the
mother use it after each feeding?
