Dear Lucy - it's good to know that your hospital wants to work towards BFHI.
I am a BFHI facilitator and Assessor in Zimbabwe.  In essence, the BFHI
promotes *breastfeeding* - thus the babies in your hospital will not need
formula because staff will assist their mothers to *breastfeed*.  No-one
will have to pay for formula because no-one will be using it.  And, since
mothers will be given good information about how to continue successfully
breastfeeding once they leave the hospital, neither will they need formula
discharge packs.  So simple, so effective!  Good luck!
