I haven't check out the website, but I will post here what is written on
the back of the copy of the picture I have.  What I have was published by
Action.

This picture tells two stories---about the often fatal consequences of
bottle feeding and about the age-old bias in favor of the male.  This
woman was told that she wouldn't have enough milk to breastfeed both
twins, so she should bottle feed the girl.  The infant girl died the day
after this photograph was taken, but her breastfed brother is thriving.
"Use my picture, if it will help," said the mother.
