Debbie, this is a very old remedy, not necessarily a good one! but when
my son was born in 1982, I relieved a tube of it from the nurse at the
hospital "in case" of sore nipples.
I also wondered about it at the time,  I guess old habits die hard. I
still have the tube somewhere as a souvenir.
