M. O'Hara reported that her MD she works with sent bleb tissue to the lab.  It was inflammatory histocytes.`
Topics in Breastfeeding, Set XIII December 2001 -Lactation Resource Center has "Report of Australian Breastfeeding Association White Spot Study, by Jill Day. says that mother opening bleb with sterile needle and massage to dislodge accumulated milk behind bleb.  

Another frequently mentioned "cure" is steroid applied after feeding.
I think we can reasonably assume that there is a plugged area behind the bleb, which can lead to mastitis. AU article mentions different colors (white/yellow)   as either how long bleb present or different stages of lactation. Interesting that there is no recent research on blebs and most of info gathered is from mother groups or IBCLCs.  Pat in SNJ
