"The problem is finding a manufacturer who can do it at a reasonable 
cost."   I do not know where you are looking to manufacture but perhaps 
China, Taiwan or Vietnam could be good places to control the cost.   
Cost really is the issue for you though if you are to offer your product 
globally.  A UK bee keeper has deep pockets compared with say a Thai bee 
keeper but both would benefit from a trap that works.

"proven very effective in reducing populations of V. velutina " -- well 
that has my attention since that is the main problem here.  There are 
other species here but not really a problem.  V. velutina is quite 
interesting to watch since hornets from different colonies seem to 
compete for territory at a hive.  They also may leave if they see that I 
am present only to return ten minutes later.
