I see this same problem in the hospital where I work.  One of the things that has helped somewhat is to educate the night nurses about second night.  I used to get to work in the morning and have the nurses tell me that the baby was breastfeeding all night, so they had to give the bottle, as mom had no milk.  Now they are reinforcing to the mothers the same things I am telling them during the day.  It seems to be working, as less of our moms are giving a bottle at night.  It's not perfect, but it's a start.
