Cost data for large-scale mitigations should be readily available from
state and local agencies that have funded them. The bottom line is not
proprietary, by any stretch of the imagination. In small jurisdictions, the
contract costs appear in the newspapers, because they are voted at local
government meetings.

There are, of course, obstacles thrown up by agency business managers who
generally tend to consider any inquiry from the great unwashed public to be
an indecent assault.
