Depends upon so many factors.  I've swapped sister queens, during a flow,
hive to hive with no problem.
A queen from another stock during a dearth is another problem entirely!

And when you say "wait two hours" or "wait a day," what are you waiting
for?  To put the caged queen in with a candy plug for slow release, or to
turn her out onto the comb?
