This is one of my concerns about  drawing foundation late in the year.

comb building age  bees?  I can't see why it would, but I also can't see 
why 
it  wouldn't.



I suspect that young bees (about 10-12 days old according to the books and  
my memory of them) may produce wax to some extent whether it's needed or  
not.  Look at the debris under the mesh floor in late winter, before  there's 
nectar coming in, and you will often see wax scales.
