Additionally it is the use "homemade" fluvalinate soaked wood blocks used
in Europe that is suspect in the occurance of resistant strains of varroa
there. Similarly the  missuse of antibiotics is thought to fuel bacterial
resistance to common pathogens in humans.
 
Often the short term savings have dire consequences from a long term
perspective.
