You say your whole hive died.  You need to order a package or a nuc.  Simply ordering a queen will not suffice.  Ask your bee club members and they'll get you set up.  Give them a call and don't wait until the next meeting.  
 
They should also be able to diagnose what happened to the hive that it froze so you can make some adjustments.  As you say it doesn't get that cold, they may have starved.  Or they may have died of mites.  Too many variables to guess over the Internet.
 
And good for you for belonging to a local club!
