It's odd that the TSA would over react in this way.  My daughters travel frequently to Europe and back.  They always take several bottles of honey with them as gifts, as well as bringing various honey varieties home for me to add to my collection of honey.  To my knowledge they have never had a problem with the jars, or the way they were packaged.
