There were 2773 applications for the free hives.
Individuals must attend an approved NC Beginning Beekeepers training course.
Join  and attend a local Association. Is assigned a mentor, that he is to
work with on a regular basis. Must fill out and return to NC surveys as
presented to the new beekeeper, and still does not own the hives until
after two years and he has completed all aspects of the give away program.

Sounds to me that these new beekeepers will "earn" these give away hives.
