Cluster temperature can vary quite a bit.  

The brood area is very constant at around 95 degrees, but the rest of the cluster can be quite a bit below that, and the periphery, cooler still.  

Defining the cluster limits can be difficult, too since the outer limits move with temperature from day to day and from day to night.  Additionally stimuli like flows can rev up the hive and raise the temperature.

Could be that the Apiguard is in the constant temperarature zone (maybe not?) however the tablets and other treatments will be affected as described, I should think.
