You are probably right.  I had heard that attributed to Phillips, but I 
just now pulled out my Eckert and Shaw and page 369 deals with 
controlling, curing and eradicating AFB (those are the words used) with 
sulfa drugs or terramycin.

FWIW, the next page goes on to discuss the possibility of breeding bees 
for AFB resistance.
