I have read (somewhere?) that lemongrass and citronella contain many of the same components.   If this is the case it is no wonder your bees are attracted to the horse.   If the odors are similar to nasanov to the bees they probally aren't attacking.  Just curious in large numbers irritating the horse.

(Or using it as a swarm lure in the case of the phone box.  You may be luring them instead of chasing them away.)
