Not sure where you get your info from but there are a large number of companies in the UK making a very good living out of supplying Nucs and Queens to hobby beekeepers, indeed most of their queens are imported.

Why would hobby beekeepers need those?

Packages are virtually unheard of in the UK and nucs are usually supplied locally.  I know of no hobby beekeepers who buy queens, although some commercial beekeepers do so; we raise them ourselves.

Is it not the commercial beekeepers in the US that buy most of the packages and queens?
