If I were to guess the source of CCD I would guess was  researchers needing bee research funding?

Two things needed to happen.

1.
The problem needed to be new (IAPV) 

2.
Commercial beekeepers needed to go to congress
And ask for funding.
 
Bee research has always been underfunded but basically
Little has been solved concerning the bee loss problem
Even though the.largest amount of money ever spent on bee research was tossed to researchers.

Canada has a better beekeeper support program than the U.S. (However they say CCD was never.found in Canada)

The outfits going bankrupt were tossed under the bus unlike with other agriculture programs.
