Turn of the century, WW I, give or take 25 years, well made but looks to be a "one of" item.  In the 1950's my mother's uncle was still making "bars" of homemade laundry soap using a similar device.  I think the general idea has been around, an recycled for different products, for a long time, such as being adapted to market beeswax.  Since skeps were destruct harvest and beeswax was a major product, I'd say the idea is a lot older than the item.
