About same experience with same results here (Qc, Canada, Russian bees).
I tried 2 years in a row with nucs. Sometimes they ignore 4.9 foundation
frames,
sometimes they re-built combs in between 2 foundations.
I'll keep trying anyway to make my own mind on the question. 
Nevertheless, if someone around had 4.9 drawn frames, I would save time
and effort.
