Frankly, I am not particularly concerned about spraying seawater over California or CO2 on a planetary basis.  It is the more obscure and arcane attempted interventions that make me wonder.

Seawater is seawater and CO2 is a normal atmospheric constituent and carbon from CO2 is one of the major constituents of plant structures.  

Plants have been removing CO2 from the air over millennia and sequestering it to the point where recent CO2 levels were approaching all-time lows and  CO2 scarcity was threatening some forms of plant life in some regions, and causing the expansion of desert regions.

CO2 is plant food and increased availability has largely reversed desertification in recent years  and the Planet has been greening.  Crops yield are also improving, reportedly due to increased CO2. That is to be expected because it is known that CO2 increases yield in greenhouses and is introduce intentionally for that reason

As for seawater in the air, that looks silly to me but and imposition on the populations that  have no say in the matter.

These materials are basically harmless and non-toxic and 'natural', but less friendly materials like nanoplastics and other materials that  are reported to have been employed.

What is an ideal climate and who gets to  decide?

This is not an invitation to debate or recite climate change dogma, but merely a heads-up,  The subject was raise again to confirm earlier posts since there were objections  and skepticism expressed when the subject was raised some time back -- and also because ultimately climate modification efforts are bound to affect bees and beekeeping.
