Only in nucleus colonies. I always have placed foundation above, too. 
Last year, the nucs and mating nucs were so strong that I placed 
foundation above and below. All was drawn out. Did the same this 
year. Added a 4 frame super to my nucs in mid-July. Two frames above, 
two frames below. All was drawn out.
