Not to worry, in 1959, Buckminster Fuller did the math, and worked out that a dome could be built over the most densely-built-up of Manhattan for less than the cost of snow removal, and be climate controlled, so there would be several million "votes" each on their own thermostat to set the weather.

No one took this seriously, which was a sad day for "Our Fair City" (see Heinlein, 1949 for the first use of the phrase).
