If you are not in a hurry to restock your two empty hives, why not buy just one package and then split the one you have now after the honey flow to make your third colony?  Would save you the cost of one package of bees.  And, if you're not in a hurry with getting back up to three hives, you could split the one you have now three ways.   Maybe you have a really good colony there that winters with a small cluster (uses minimal winter stores) and builds up really rapidly in the spring for the honey flow.    Mike in LA
