Often small swarms have a virgin queen, and they are skittish.
They may not like the accomodations for who knows what reason.
I have seen them leave a box more than once.  I had some bees
that would not stay in the yard that they swarmed from.  I felt that
they had some urge to get away from the neighborhood they were
familiar with.  Some small swarms don't have a queen with them
at all, and it's just about impossible to get those to stay.
