It's hard to see how small cell will keep AHB numbers down.  AHB ferals came into contact with EHB ferals and EHB managed hives in both Americas and dominated where the climate was mild enough for them to survive from season to season.  In urban areas in particular, AHB finds ample forage and cavities for nesting.  And relatively few EHB colonies.
