Nobody's "fault". It is a simple matter that organisms cannot adapt to everything, and some do it better than others. For examples, do squirrels fly? Squirrels might benefit from being able to fly, but they can't. Bats and birds do (some birds can't). 

Some squirrels have developed adaptations that allow them to almost fly, but given ten million years, I doubt they would ever be able to actually fly. Except bats, mammals don't fly. In other words, not everything is possible.
