Bee Wellness addresses this very issue, by training people on a state level to go back to their counties. It also does local outreach, directly to new beekeepers. The problem at this point is funding. Neither the state organization, nor the state funds it. Money goes to ineffectual state run programs, or big non-profits that squander resources on infrastructure and advertising.
