Right. The only reliable, simple solution.
THEN, if the combined colony is strong enough in a week or two, split
off a second colony to replace the one you lost. Adding a queen to a
split is easy.
If the combined colony is not strong enough to split a little while
after combining, then obviously you would not have accomplished anything
by requeening the laying worker colony, since its bees were too old and
did not add much to the good colony.
The requeened colony would not have amounted to much -- even if you did
manage to give them a queen.
