She may as you surmise have gone in the wrong hive but from what you wrote it
appears that you presented the colony with young brood after the queen had
disappeared and they did not raise new queen cells.  This strongly suggests
that she is still in residence but has not yet come into lay.  The other
colony may have requeened itself without telling you.
