Tere,
I was taught the same thing by a beekeeper who inspected many hives for
others. He did not "burn" the hive tool between hives but between
apiaries.
But if you suspect AFB, then what you say is requried, even in the same
apiary. Otherwise you are the one that can spread AFB.
