"The tanging of the swarm..."
 
From my reading of things, it related more to the legal ownership of
the swarm than the ability to make it come to earth.  In England, the
owner of a skep maintained ownership of a swarm so long as he/she had
it in sight, and let other people know it was being chased.
 
So the banging of the pans was to alert the populace...
