Brushy Mountain Bee Farm has a wiring board in their catalog.  This may be
what you're looking for.
 
A form board is used to install foundation and embiede wires.  It can be used
for a 3 sizes of frames.  Place the frame over the form board and a platform
extends p to the middle of the frame, allowing the foundation to be easily
nailed in place and the wire embedded.
