Regarding ordinances on beekeeping:
If city ordinances do not allow beekeeping, they may be able to be changed.
We altered our city (Ft. Collins, CO) code a few years ago, prompted by the
city's annexation of an area with existing beekeepers. Our new city
"nuisance" code was modified very closely along the lines of a model code I
acquired (I forgot the original source) so that it now allows beekeeping
within the city limits.
Such codes have some limitations, reasonable ones I think - Minimum setbacks
from property lines, measures to ensure flyways are above 6 ft when leaving
the property, provision of water, etc.
