The terms are defined and well-documented.  Here's a less technical explanation from IBM, who trumpets their own model as superior, but there are so many models out there, hurricane paths are often shown as a "spaghetti plot" of all the different predictions of the various models to allow one to take the average of the "consensus", and ignore the "wacky outliers".

Bottom line, the forecasts are just amazing - Joanne and I just sailed (as passengers) several of the most unpredictable crossings on the planet in January (Ushuaia to Falklands, Falklands to South Georgia, South Georgia to South Orkneys, South Orkneys to Antarctic Peninsula, and then across the Drake Passage back to Ushuaia.)  Weather was clearly of great interest to the passengers, as a zodiac landing in even 1-meter waves is "challenging", but the initial set of weather predictions posted in the lounge on Jan 4th held accurate as late as the 22nd, even for this highly unpredictable area.  We lucked out, only about 10 hours of 3-meter seas near the South Orkneys, easily handled by the ship's stabilizers.  A tiny three year-old ship, only 120 passengers, but packed with every possible toy - see photo of one of the wing stations.  Elegant.
