No one supposed that, no one said that. There is clear autonomy in each bee's actions.
But, you really can't get much more than some instinctive responses and some memory with only 960,000 neurons in a bee brain.
In comparison, one could read "The Soul of An Octopus" by Sy Montgomery, and just be blown away by the innate intelligence they show. What's sad is their short lifespan.
