 It might be possible to do something with the increasingly wide range of
wool-based products on the market.  A search for wool insulation brings up
many options, batts, rolls etc.  It is supposed to do well in the damp, but
you'd want to keep the bulk of the wet out, and the obvious thing to do
that is  - plastic. Which would be no good on the eco-front, unless you use
some of the supposedly biodegradable stuff. Thin plywood?  Waxed
cardboard?  Beeswax cloth? In any event,  wool would probably would be OK
as a top insulation layer under cover.
