AFAIK the angle of the cells from the horizontal does not matter enough to be noticeable.
Some beekeepers reversed their hives by simply inverting the entire brood chambers. AFAIK it worked just fine for them but the idea did not catch on widely.
When producing com, the bees often did not cap the bottom rows, so we simply inverted the comb super and they filed and capped shortly after.
