Well, that would be my theory. If the queen can "control" the colony with a signal that is not related to her ability, then this would explain the oddity. Sort of like a movie star that plays at being a hero when in fact, he can barely push the shopping cart around the market. Like I said, this would serve a purpose in holding the colony together during the broodless period where they cannot judge her ability to lay, if that's what they do.
