Not sure we can classify the FAO data in this vein, at least in whole cloth.
Taking the UK data for reference we've got a difference of potentially 25% (DEFRA @ 250,000 / FAO @ 191,000).
Either way, the general idea is that the data suggest in most of the globe where honey bees live the feral population exceeds the managed population by orders of magnitude.
