I doubt that there is anything patentable in  there.
I also doubt that the student was subject to any NDA or exposed to any trade secrets in his work.

So, the reasonable conclusion is that the student wants to publish his thesis in a journal, and is embargoing his own work so that it will be "first published" in any journal that accepts it.  Very few journals will publish anyone's work on any other basis than "first publication".  But he has a rough road ahead, unless he rewords his abstract.  "Stunning Impact" is the language of the tabloid press, not the language of evidence-based research.
