I have found small knots of bees around a clipped queen, but never more than perhaps a hundred or two - I think they just give up on her. Queens will often walk back into the hive, but I think that after a couple of attempts to swarm they just disappear - perhaps rejected by the colony as it now has the prospect of a new queen?
Best wishes
